The Canada-China Framework Statement was signed during Premier Zhu Rongji's visit to Canada in November 1998 and reflects a shared interest in enhancing cooperation on environmental and sustainable development issues. It provides an umbrella for collaboration on the environment, especially climate change and sustainable development, through the coordination of all federal efforts with China on environmental and sustainable development issues. The Framework Statement created the Canada-China Joint Committee on Environment Cooperation (JCEC) with Environment Canada and the Chinese State Environmental Protection Administration (SEPA) as the lead agencies. L'énoncé d'un schéma de coopération Canada-Chine signé lors de la visite au Canada du premier ministre Zhu Rongji, en novembre 1998, traduit l'intérêt commun des deux pays envers une meilleure coopération en matière d'environnement et de développement durable. Il offre un cadre pour la collaboration environnementale, tout particulièrement à l'égard des changements climatiques et du développement durable, grâce à la coordination de tous les efforts fédéraux avec la Chine en matière de développement durable et d'environnement. L'Énoncé d'un schéma a créé le Comité conjoint Canada-Chine sur la coopération environnementale (CCCE), Environnement Canada et l'Administration d'État pour la protection de l'environnement de la Chine agissant comme organismes responsables.
